Newark’s ‘Halo’ Project Resumes Construction After Hiatus

After months of uncertainty and stalled momentum, construction has finally resumed on Newark’s ambitious ‘Halo’ project, a high-profile residential development poised to redefine the city’s skyline and stimulate urban renewal. Located prominently at 289-301 Washington Street, this three-tower complex represents one of Newark’s most significant real estate undertakings in recent decades, blending upscale residential living with modern urban amenities.

A Visionary Project on Hold
Initially launched in 2022 with great fanfare, the Halo project captured attention for its scale and promise, aiming to deliver over 1,000 new residential units to Newark’s growing population. Conceived by Acier Holdings and designed by the acclaimed INOA Architecture, the complex plans to introduce a vibrant, mixed-use space comprising studios, one-bedroom, and two-bedroom apartments. Notably, 20 percent of these units are earmarked as affordable housing, addressing the city’s pressing need for inclusive residential opportunities.

The Halo development quickly ascended as a symbol of Newark’s broader economic resurgence, reflective of the city’s push to attract new residents, revitalize its downtown core, and increase urban density sustainably. However, the project’s ambitious trajectory faced unforeseen setbacks in mid-2024 when a combination of financial, legal, and safety issues culminated in an abrupt halt.

Challenges Behind the Pause
The interruption of construction was primarily attributed to legal disputes involving contractor Dobco and the project’s financial backer, Parkview Financial. Safety concerns raised by Dobco, compounded by allegations from Acier Holdings that Parkview Financial ceased critical funding, thrust the Halo project into limbo, prompting stakeholders and city officials to scramble for solutions.

These disputes underscored broader challenges facing large-scale urban developments, particularly amidst rising construction costs, stringent safety regulations, and volatile financial conditions influenced by fluctuating interest rates and lending criteria.

Back on Track: The Road to Revival
The announcement of resumed construction in March 2025 marked a significant turning point. Following intense negotiations, renewed financial agreements, and resolution of safety concerns, crews returned to the site with a renewed sense of purpose and urgency. This revival is viewed by many as emblematic of Newark’s resilience and its continued commitment to growth and urban revitalization.

“The Halo project’s resumption represents more than just the continuation of a construction job—it’s a reaffirmation of Newark’s potential,” remarked Newark Mayor Ras Baraka. “Developments like Halo are integral to our city’s long-term vision of becoming a vibrant, inclusive, and economically dynamic urban center.”

The first tower, having reached its structural height before the hiatus, is now expected to be completed by early 2026, with subsequent towers slated to follow closely thereafter. The resumed construction injects fresh optimism into Newark’s economic prospects, potentially creating hundreds of construction jobs and, eventually, new permanent positions tied to the completed residential and commercial spaces.

Community Impact and Economic Ripple Effects
Beyond enhancing Newark’s skyline, the Halo project is anticipated to significantly impact local commerce and community dynamics. Its strategic downtown location positions it as a hub for new residents who will contribute to increased foot traffic and business patronage in the area. Local small businesses and service providers eagerly anticipate the economic ripple effects of an increased residential population.

The inclusion of affordable housing units within the Halo complex also underscores Newark’s commitment to socio-economic diversity, an essential component of the city’s broader urban development strategy. Community leaders and housing advocates have welcomed the resumed construction enthusiastically, viewing it as a step forward in addressing Newark’s ongoing housing shortage.

“Projects like Halo not only reshape our physical landscape but also our social fabric,” noted community advocate LaMonica McIver, President of the Newark Municipal Council. “Affordable housing units integrated within such a prominent development reflect our dedication to creating a city where opportunities are available to everyone.”

Strategic Implications for Newark’s Future
The Halo project’s resumption aligns with broader regional trends emphasizing urban densification, economic revitalization, and sustainable growth. Newark continues to position itself as an attractive alternative to pricier neighboring cities, leveraging its strategic location, connectivity, and affordability.

Real estate analysts suggest that successful completion of the Halo project could attract further investment and interest from developers eyeing Newark’s potential. It serves as a critical test case for similar future projects that could drive significant urban transformation.

“Halo’s successful comeback sends a clear signal to investors and developers,” said economist James Hughes of Rutgers University’s Bloustein School. “Newark is viable, resilient, and capable of overcoming complex challenges to support major urban developments.”
