A New Vision for Fading Philadelphia Retail Giant

The long-struggling Franklin Mall in Northeast Philadelphia could soon be headed for a dramatic transformation, as plans take shape to convert the aging retail complex into a mixed-use destination centered on sports, housing, and entertainment.

The 1.6 million-square-foot property, once a regional shopping powerhouse known as Franklin Mills, is now under contract to be acquired by Dean Adler. His proposal signals a sharp pivot away from traditional retail and toward an experience-driven model designed to revive the site’s relevance in a rapidly changing consumer landscape.

Rather than attempting to restore the mall to its former retail dominance, the plan acknowledges a new reality: enclosed shopping centers must evolve or risk obsolescence.

From stores to sports and housing

At the core of Adler’s proposal is a sweeping redevelopment that would partially demolish the existing mall while repurposing select structures. The centerpiece would be a large youth sports complex, potentially drawing regional tournaments and consistent foot traffic throughout the year.

The broader vision includes approximately 250 units of workforce housing, a hotel, and a family-oriented water park. Restaurants and entertainment venues would round out the project, shifting the property into a full-scale mixed-use environment rather than a single-purpose shopping destination.

The goal is to create a place where people not only visit, but live and spend extended time—something traditional malls were never designed to accommodate. By layering residential and recreational uses, the development aims to build a steady ecosystem of activity that is less dependent on retail cycles.

A property in decline

The redevelopment push comes after years of decline at Franklin Mall. Once home to more than 100 stores and drawing millions of visitors annually, the property has seen rising vacancies and diminished foot traffic.

Major tenant departures have hollowed out large portions of the complex, leaving entire wings underutilized. A temporary closure earlier this year following a fire further highlighted the site’s fragility and uncertain future.

Like many malls across the country, Franklin has struggled to compete with e-commerce and shifting consumer habits. The traditional anchor-store model has weakened, and smaller retailers have followed suit, accelerating the downturn.

Why developers still see opportunity

Despite its challenges, the property’s fundamentals remain attractive. Located near Interstate 95 and surrounded by dense residential neighborhoods, the site offers strong accessibility and a footprint large enough to support a complex, multi-phase redevelopment.

Developers see an opportunity to reimagine the space as a regional hub that blends recreation, housing, and hospitality. Adler has emphasized family-oriented amenities and community-focused infrastructure, suggesting the project could fill gaps in local offerings while generating sustained economic activity.

The scale of the site also allows for flexibility, giving planners room to phase construction and adapt to market conditions over time.

A sign of a national shift

The proposed overhaul reflects a broader transformation underway in the American retail landscape. As online shopping continues to erode brick-and-mortar sales, developers are increasingly turning to experiential concepts—sports complexes, entertainment venues, and residential integrations—to repurpose aging malls.

Across the country, similar properties are being converted into hybrid spaces that blend living, leisure, and limited retail. In that sense, what’s happening in Northeast Philadelphia is part of a larger industry reset.

For the surrounding community, the stakes are high. If completed, the project could inject new life into a declining corridor, create housing options, and reposition a once-iconic shopping destination as a modern anchor.

Significant hurdles remain, including zoning approvals, financing, and the logistical challenges of redeveloping a partially occupied property. But if those obstacles are cleared, Franklin Mall may soon enter a new chapter—one that reflects not just the decline of traditional malls, but the evolving demands of the communities around them.
